Recently, the Anhui provincial Environmental Protection Office issued a bulletin on the implementation of the special emission limits of air pollutants in the key control areas of Anhui province. The key control region (i.e., prefecture level city air quality standards), the annual implementation of 5 months (November 1st to March 31st) of the atmospheric emission limits in particular, the implementation of industry (including thermal power biomass power plant, petrochemical, iron and steel, except) cement, chemical and coal-fired boiler project. If the execution period can not reach the standard, the limit of output will be limited or shut down. The specific limits of the related industries are shown below.
Anhui province key control area implementation of air pollutant emission limits in particular announcement Anhui ring letter 2017 No. 1341, to implement the "State Council on the issuance of air pollution control action plan" (of the 2013) No. 37), "the Anhui Provincial People's Government on the issuance of Anhui province atmospheric pollution prevention action plan notice" (Anhui Zheng 2013 No. 89) and the relevant national key industry air pollutant emission standards, increase the province atmospheric pollution prevention and control efforts, to ensure the continuous improvement of the quality of regional atmospheric environment, the provincial government agreed that the environmental air quality does not meet the requirements of the various districts as the key control area of thermal power (biomass except), iron and steel, petrochemical plant, cement, chemical and other five industries and coal-fired boiler project implementation of air pollutant emission limits in particular (attached ). The following items are now announced as follows:
1. Key control areas
Since 2018, the environmental air quality in the last year failed to reach the provincial level of the two level standard of the environmental air quality standard (GB3095-2012).
Two, execution time period
The implementation of the annual November 1st to March 31st next year, as well as according to the air quality and actual needs, by the provincial air pollution control joint office, the Municipal People's government determined other time periods.
Three. Related requirements
(a) included in the first batch of key control of Municipal People's Government in the region should be in the year before the end of February, related to the existing organization not within the administrative region to air pollutant emission limits in particular, formulate a deadline governance plan, improve the relevant pollution control facilities. The area has been built or have passed the EIA approval power (biomass power plant except), iron and steel, petrochemical, cement, chemical industry and coal-fired boiler project, in November 1st of that year should be completed before the pollutant discharging facilities upgrading, ensure the air pollutant emission limits in particular the corresponding industry standard. The thermal power plant (except biomass power plant), steel, petrochemical, cement, chemical and coal-fired boilers, which are newly accepted for EIA, should be built on the date of promulgation of this announcement and according to the special emission limits of atmospheric pollutants in corresponding industries. If the special discharge limit can not reach the standard during the execution period, the limit of production should be limited or shut down, and the penalty shall be punished according to the relevant regulations.
(two) all levels of environmental protection departments in key control areas must strictly examine and approve all new projects in strict accordance with the requirements of special emission limits for air pollutants, and manage them according to the "three simultaneous" system, so as to meet the special discharge limit requirements.
(three) when the state has more stringent regulations on implementing the emission limits of air pollutants in the above industries, the State shall carry out the new regulations.
(four) when the corresponding emission standards of the national colored industry are revised and perfected and the special emission limits are clearly defined, the key control areas are carried out synchronously.

1. the special emission limits of air pollutants in Table 2 in the standard for emission of air pollutants in thermal power plants (GB13223-2011).
2. the special emission limits of air pollutants in Table 3 in the standards for the emission of atmospheric pollutants in the iron and steel sintering and pellet industry (GB28662-2012).
3. the special emission limit of air pollutants in Table 3 in the standard of atmospheric pollutant discharge (GB28663-2012) of the ironmaking industry.
4. "steel industry air pollutant emission standards (GB286642012)" in Table 3 special emission limits of air pollutants.
5. the special emission limit of air pollutants in Table 2 in the standard for emission of air pollutants in the cement industry (GB4915-2013).
6. the special emission limits of air pollutants in Table 5 in the emission standards for petrochemical industry (GB31571-2015).
7. the special emission limits of air pollutants in Table 4 in the emission standards for inorganic chemical industry (GB31573-2015).
8. the special emission limit of air pollutants in Table 3 in the standard for emission of air pollutants in the boiler (GB13271-2014).
